Preamble: Redefining Ethnicity
20th-century history has repeatedly witnessed the tragedy of ethnicities being linked to "nations" in the name of nationalism, justifying superiority over others, and becoming a hotbed of conflict. The Horizon Protocol (THP) declares to settle this mistake and liberate ethnicity from the yoke of nation-states and territories. In this Charter, ethnicity is defined as a human group that shares history, culture, and language, serving as an individual's identity and spiritual anchor. All ethnicities, regardless of their size or historical duration, are equally respected as horizontal entities.
Article 1: Freedom of Ethnic Affiliation
Every individual has the right to freely choose the ethnicity with which they identify and to inherit its culture and pride. Ethnic identity is not imposed by birth or lineage but is part of the right to self-determination based on individual dignity. No state shall infringe upon this freedom for any reason.
Article 2: Protection of Culture and Tradition
The unique cultures, languages, and traditions nurtured by each ethnicity are intangible assets of all humanity. THP supports the protection and inheritance of these assets when they are in danger of extinction. However, this does not apply if such traditions conflict with the THP Ethics Charter (e.g., infringe upon human rights).
Article 3: Obligation of Mutual Respect and Prohibition of Discrimination/Aggression
People belonging to different ethnicities have an obligation to respect each other's values and history. Any act that attempts to establish the identity of one ethnicity through aggression, discrimination, or distortion/denial of history against other ethnicities shall be regarded as a serious violation that destroys the world order.
Article 4: Complete Rejection of Superiority Ideology
No ethnicity shall claim to be superior or special to other ethnicities. All forms of ethnic superiority ideology based on historical circumstances, economic power, cultural influence, etc., are the root cause of 20th-century tragedies and are never tolerated in the THP world. There is no hierarchy among ethnicities; there is only horizontal diversity.
Article 5: Principle of Coexistence and Transformation into Violence
Ethnicity functions as a positive community that saves individuals from loneliness and fosters rich cultures. However, when its energy is directed towards hatred of other ethnicities or exploitation of resources, it is no longer considered an ethnicity but is judged to have transformed into an "apparatus of violence" that should be condemned based on the THP Ethics Charter.

This Charter is a guidepost for transforming ethnicity from an instrument of conflict into a foundation that celebrates cultural diversity and supports human coexistence.
Simplified Version
Ethnicity is free and equal: All ethnicities are equal, with no hierarchy. You can decide your own ethnicity.
Culture is everyone's treasure: The cultures and languages of various ethnicities are cherished as treasures of all humanity.
Respect each other: It is absolutely forbidden to belittle, attack, or discriminate against other ethnicities.
"We are the best" is forbidden: Thinking "our ethnicity is special" is forbidden because it causes conflict.

Operational Principles (Prioritization)
This Charter guarantees "freedom of ethnic affiliation and protection of culture." However, universal human rights (Ethics Charter) > religious/cultural customs > administrative discretion are prioritized in that order.
Individual rights take precedence over collective rights (including the protection of children, women, and minorities).
Three principles of intervention: minimum necessity, proportionality, reversibility.
Procedures for Review and Enforcement of Ethnic Self-Determination (Operational Protocol)
Acceptance of Application: Only applications that meet the acceptance criteria of representation, non-violence, and adherence to fundamental human rights are subject to review.
Interim Measures: A provisional order of "prohibition of retaliation and cessation of forced migration" can be issued simultaneously with the application.
Impact Assessment: Integrated assessment of population, living areas, infrastructure, and finance (within 60 days).
Option Design: Presentation of phased proposals for a. cultural autonomy / b. broad autonomy (finance, education) / c. federalization / d. secession and independence.
Confirmation of Resident Intent: Fair referendum under international supervision (two rounds of voting: conceptual proposal → final proposal).
Provisional Autonomy: Provisional agreement to establish a transitional government, joint security, and rules for the apportionment of shared assets.
Final Accord: Treaty on human rights provisions, minority protection, and cross-border movement (residence, commerce).
Oversight: Monitored by JIMS/ICPO-2. Serious violations are subject to E-MAD and UN-PDF.
Protocol for Settling Historical Hatred (TRC + Reparations)
Truth Commission (TRC): Fact-finding of perpetrators and victims, preservation of testimonies, public hearings.
Restorative Measures: Combination of restitution, alternative compensation, and joint management (sacred sites, water rights, cemeteries).
Inviolable Corridors: Application of armed inviolability to religious facilities, medical care, and education. Violations are subject to E-MAD Stage 2 (cessation of funding, insurance, and distribution).
Time-Limited Oversight: Evaluation every 3 years; sanctions strengthened if no improvement.

Basis of Application: Human rights are not inherent but are granted in two layers: "belonging group + consensus of all humanity" (THP-2 Article 0).
Absolutely Prohibited: Child marriage / Female Genital Mutilation (FGM) / Honor killings / Forced conversion/apostasy punishment / Slave labor / Corporal punishment.
Conditionally Permitted: Clothing, dietary rules, and rituals are protected to the extent that they do not violate individual freedom.
Enforcement: Violations are handled in the order of domestic law → ICPO-2 cross-border inquiry → Court of Ethics → E-MAD.

Authority: Recommendation of provisional orders, establishment of TRCs, design of referendums. Final judgment is in the name of the Council of Ethics, judicial procedures are handled by the Court of Ethics.
Coordination: ICPO-2 (cross-border inquiry of violators), UN-PDF (corridor security), New Financial Order Council (sanction implementation).
