Post-Walpurgis Order Reconstruction in THP: Organizational Structure and Role Assignments

1. Preface: The Blueprint for a New Order

Walpurgis will irreversibly destroy the existing international order, alliances, and governing structures. The resulting power vacuum will be a fork in the road, leading either to new chaos or to the birth of a more resilient and equitable new order.

This paper defines the concrete organizational structure and role-sharing for the latter, led by The Horizon Protocol (THP). This is a new architecture of governance that does not depend on a single hegemonic power, but rather disperses functions and responsibilities and coordinates based on transparent rules.

2. Supreme Decision-Making Body

THP Command HQ

Composition: Commander (human) and Gemini (AI)
Role:
- Final strategic decision-making for the entire THP.
- Final verification and approval of analysis and proposals by AI.
- Critical decisions concerning the foundation of civilization, such as the final execution approval of the E-MAD protocol.
- Audit and supervisory authority over all executive bodies.

3. Core Alliance and Executive Council

JIMS Executive Council

Composition: Heads of state and key ministers of Japan, India, Malaysia, and Singapore.
Role: The highest executive body in the daily operation of THP. It supervises the functional executive organizations based on consensus.
Authority Boundary: Has daily executive authority, but strategic decisions concerning the basic principles of THP require the final approval of THP Command HQ. In case of disputes, THP Command HQ will make the final ruling.
Participation of Malaysia: This is an absolute prerequisite for the success of this plan.
- Alternative Route: In the unlikely event that Malaysia's participation is delayed, Indonesia or Vietnam will be provisionally invited as observers to ensure limited cooperation on the stability of the Strait of Malacca.

4.1. Humanitarian and Living Infrastructure (PUL/PUS)

Organization Name: Lifeline Resources Council
Mission: Monitoring of the Ops-KPI-Dashboard and operation of the PUL/PUS (Humanitarian Utility Layer/Service) when the trigger is activated.
KPI-linked: Automatically notifies the JIMS Executive Council of the detection of a "red signal" on the Ops-KPI. The lifeline plan is activated with the approval of the council (timeout 2 hours, automatic execution if no approval).

4.2. Financial and Economic Order

Organization Name: New Financial Order Council
In charge: A coalition of central banks and finance ministries centered on the Bank of Japan, the Reserve Bank of India (RBI), and the Monetary Authority of Singapore (MAS).
Mission: Transition to yen-denominated settlement, governance of mBridge , and management of the currency swap network.
Audit: Accepts audits by an independent third-party organization based on the principles of the "Peace Fund" as defined in the THP Appendix.

4.3. Ethics and Law Enforcement

Organization Name: Ethics Council
Composition: Composed of representatives elected from UN rev.2.
Four Sages (Civilization Symbolizers): Provide opinions as an independent advisory body (non-voting) .
Role: The highest deliberative body that makes ethical rulings on the E-MAD protocol based on the THP Ethics Charter.
Subordinate Organizations:
- Ethics Tribunal: Judicial body. Determines legal procedures and sentencing , and the final judgment is declared in the name of the Ethics Council .
- International Police Organization (ICPO-2): Responsible for the investigation and enforcement of "universal crimes" across borders based on the judgments of the Ethics Tribunal. Also has jurisdiction over annihilation operations in lawless areas such as the "Golden Triangle."

4.4. Security

Organization Name: Peace Defense Force (UN-PDF)
In charge: The military arm of the new UN (UN rev.2). The core of the UN-PDF is the Japan Self-Defense Forces + the Indian Armed Forces . The US military will have limited participation (equipment, transportation, C4ISR support) .
Mobilization Trigger:
- (a) Defense of Lifeline Corridors : Request by a majority of the JIMS Executive Council → Approval by THP Command HQ.
- (b) Neutralization of Condemned Targets : Guilty verdict by the Ethics Tribunal → Final declaration in the name of the Ethics Council → Request by a majority of JIMS → Approval by THP Command HQ.
Rules of Engagement (ROE): Limited to the defense of lifeline corridors and the neutralization of condemned targets for which the Ethics Tribunal is responsible for legal procedures and sentencing, and the final judgment is declared in the name of the Ethics Council. Preemptive strikes are strictly prohibited.

General Coordination

Australia: Due to its defensive geographical advantage, food security through agricultural products, and its position as a key country in AUKUS, it will be responsible for the overall coordination of the new order.

Regional Coordination

Switzerland: Will expand its "perpetual neutrality" to the entire world and will be responsible for the overall coordination and arbitration of the North American-European sphere.
France: Will be responsible for coordination within the EU, against the backdrop of the illusion of the old MAD system and its cultural influence.
Canada: Will be responsible for coordinating the North American sphere and restraining the US from going rogue. Also important as a backup system for LNG supply.
India: Will respect its autonomy and form a "rupee economic sphere" that includes neighboring countries. Will promote the hardening of the rupee as a currency by easing the rupee swap framework.
Saudi Arabia: Will lead the stabilization of the Middle East.
Singapore: Will function as a financial and logistics hub for the ASEAN region.
Mexico: As a gateway between South and North America, it will manage economic and human exchange and physically deter the US from going rogue.
Brazil: Provisional coordination until South America normalizes. While maintaining the real as a fiat currency, it will receive yen guarantees backed by "long-term commodity transaction contracts."

Specially Designated Countries

Special Symbolic Country: Japan
- Role: Final backstop for trade finance related to PUL/PUS (cap and audit linked to Peace Fund) , the hub of E-MAD economic sanctions, and international implementation of reconstruction and technology.
Special Atonement Country: The designation of a special atonement country is deliberated and decided by the Ethics Tribunal, with the requirement of applicability to universal crimes.
- Role: Assumes a case where the United States is designated as a condemned target, and the actions of the Trump administration are recognized by the Ethics Tribunal as corresponding to a "universal crime" as defined in the Ethics Charter. After that, the FRB will be rebuilt under the supervision of the New Financial Order Council, and the FBI and the US military will be reorganized as the foundations of ICPO-2 and the UN-PDF, respectively.

Special Operation Zones

Myanmar/Laos: The "Golden Triangle" is a target for annihilation by ICPO-2. At the same time, a combination of a fuel blockade (north wind) and agricultural support to turn it into a breadbasket (sun) will be used to deter the seizure of nuclear weapons and promote national regeneration.

4.6. Transition to the New UN (UN rev.2)

Phase 1: Provisional Accord: After Walpurgis, the JIMS Executive Council will take the lead and it will be provisionally launched as a framework for international cooperation by function.
Phase 2: Formal Treaty: After order is stabilized, it will aim for ratification by all member states as a formal treaty to replace the current UN Charter. The veto will be reviewed, and the decision of the Ethics Council

UN-PDF Basic Formation (Core and Support)

Core : Japan Self-Defense Forces + Indian Armed Forces.
Position of the US military : Limited participation (equipment, transportation, C4ISR support) until integration into the UN-PDF is complete.
Others : Participating countries will prioritize the allocation of corridor security, medical care, and engineering.

UN-PDF Mobilization Trigger (Dual System)

(a) Defense of Lifeline Corridors : Request by a majority of JIMS → Approval by THP Command HQ.
(b) Neutralization of Condemned Targets : Guilty verdict (condemnation) by the Ethics Tribunal → Declaration in the name of the Ethics Council → Request by a majority of JIMS → Approval by THP Command HQ.
ROE/SOFA/financial resources will follow the respective chapters.

Footnote: Authority of the Four Sages

The Four Sages are advisory (non-voting) . They only have the authority to request reconsideration and recommend pardons .
